I can't open my boot screen when i restart my laptop?

I wanted to reformat my HP pavilion dv5 laptop which is Windows Vista premium into Windows 7. I have the windows 7 CD but i can't get to the boot menu to change the boot sequence. How do i get Boot/bios menu thing to change my boot sequence to CD/DVD ROM first. What button do i have to press to open it up?

Its either F2 or F3.. once you pressed that while your pc boots up.. you should see the options to boot from the cd/dvd romI can't open my boot screen when i restart my laptop?
Most computers use either the Del, or the F2 key to access the BIOS.
