Can I get past my boot screen on my desk top pc?

I donwloaded something to change my boot screen.

something happened I needed to reboot my pc for the effects to take place.

I did this and now my PC gets to the boot screen and shuts down...I do know why this is and how to change it,

I just NEED to get on my computer to do so! How can I get past the whole booting up process to get on my computer? I have tried all the black screen options, none of which are working.

there is a safe mode option on the black screen but it wont let me get on my pc.

it just shuts down. for crying out loud I can't even shut off my pc :(

fresh install required

if vista and have a windows disc you may be able to do a system restore

by booting to the disc

it will give you 3 options

repair

restore

and fresh install
Crashing to boot screen can mean a hardware failure too.
