Can how I change the monitor setting on Windows 98SE when I can't see the screen?

I had Windows 98SE installed on an old Gateway system. I was using a 12 inch old SVGA monitor on it after I installed Windows 98SE and it worked fine. I connected a Viewsonic 21 inch monitor and on boot it detected the new hardware and looked fine with that 21 inch monitor. I no longer have that monitor,but when I connected the old 12 inch SVGA monitor the screen display is so messed up I can't even make out what is going on to change the settings. I can boot from floppy disk to access drive C, but I don't know what to do to fix this. I really don't want to restore Windows. I'm looking for step by step instructions on how to fix this monitor issue so I can get the 12 inch monitor working again. Its easy. No need to restore Windows! When boot press shift+f5 (safe mode). Windows boots with 640x480 resolution. Then change to preferred resolution.Can how I change the monitor setting on Windows 98SE when I can't see the screen?
