Need help with changing my welcome screen on Windows XP?

I've heard that you can change the ';background'; on your ';welcome'; screen. You know, the screen that appears when you boot up Windows? Well, I already have a background selected, but don't know how to put it on ( ~therefore replacing the original Windows welcome screen~ ). I have ';WinRAR';, if you know what it is. The replacement background for my welcome screen is apparently a ';RAR'; file and I think needs to be extracted to a location to get it to work and show up... Do you know what location I need to send my ';welcome screen background'; to? Your question is a little unclear. The Windows Welcome screen is the screen with the accounts with the little icons. You can't change that background.
